David Moore

David is a founding partner and a trial lawyer with a focus on Juvenile and Family Law, particularly representation of parties in matters involving the Department of Social Services (“DSS”). David has represented various Departments of Social Services in all range of matters, including Child Protective Services, Adult Protective Services, Child Support Enforcement and various administrative matters; he has also represented parents in DSS actions, the Guardian ad Litem Program as Attorney Advocate and various Indian Tribes in Indian Child Welfare Act (“ICWA”) cases. Further, David has an extensive background in General Civil Litigation and Family Law matters, including divorce, child custody, equitable distribution and child support issues. David has also represented parties in personal injury, workers compensation and Social Security Disability claims.

He is a native of Jackson County, NC where he attended Cullowhee and Smoky Mountain High Schools. David is a graduate of Appalachian State University with a Bachelor of Arts in Political Science. He received his law degree from the University of Memphis. He passed the Tennessee Bar in 2000, initially concentrating his practice in medical malpractice and nursing home negligence defense.

Additionally, David has extensive experience representing victims of Domestic Violence and, when needed, obtaining protective orders. He has represented the Eastern Band of Cherokee Indians and the Snoqualmie Indian Tribe in variou s Indian Child Welfare Act cases in North Carolina and in Tennessee. David is currently the Agency Attorney for the Macon County Department of Social Services, the Agency Attorney for the Clay County Department of Social Services, the conflict Agency Attorney for the Jackson County Department of Social Services and the Assistant Agency Attorney for the Haywood County Health and Human Services Agency. Additionally, he has served as the conflict Attorney Advocate for the Guardian ad Litem Program for the 30th Judicial District’s GAL program.

Further, David has experience in representing various governmental and quasi-governmental bodies. He is the Attorney for the Village of Forest Hills and has previously represented and advised Smoky Mountain Center and Meridian Behavioral Health Services in various capacities.

David is admitted to practice law in Tennessee and North Carolina, the United States District Courts for the Eastern District of Tennessee, the Western District of North Carolina, the Sixth Circuit Court of Appeals, United States Tax Court, and the Tribal Court for the Eastern Band of Cherokee Indians. He is a member of the American Bar Association, the Tennessee Bar Association and the North Carolina Bar Association.

Community and Humanitarian work is important to David including volunteer efforts in Bosnia-Herzegovina, serving as past President of REACH of Jackson County, Inc., as Chairman of the Good Samaritan Clinic of Jackson County Inc., President of the Bosnian Community Farm Initiative, Inc., Chancellor of United Methodist Camp Tekoa and as a member of the Rotary Club of Sylva. He has served as a Youth Soccer Coach through the Jackson County Recreation and Parks Department and as a Jackson County Little League baseball coach. He is also active in the Fairview Elementary School PTA, having served as Secretary and Treasurer.
